But after watching I think it's to be in active rest (give judges something to see and fighter something to think about/fear) and to throw while relaxed (no tension in arms) so its smart.

He was upper 180's before he trained for GGG fight. He was pretty muscular 170+ in that fight. 147 is a real stretch... Brook is 31 and Spence is 27. That 4 year gap will make a difference in weight cutting.
