No, the cost would only be reduced if the digimon that evolved into omniX had X-Antibody in it's *traits*, not sources. And he evolved from a regular MetalGarurumon.
It's funny how the Ice Wall normal effect is that your opponent loses memory, but the security effect is that you gain memory. So the former can't be stopped by memory blockers but the latter can.
