The E-Ink display doesn’t need energy to keep an image But need energy to change it So the energy part isn’t very significant on a tablet The advantage is that’s not so aggressive for the eyes

It doesn't meant to have a high fps it meant to last longer and for reading books, studying etc. it doesn't use LCD so it's safer for your eyes and consume less power The goal is not to have high fps, (I think) There's even an ink tablet that last for weeks
