Resourceful could be max 1 per deck

In fact, if every recursion card had a limit 1 per deck, it might help the balance

Waylay costing the equivalent of 6 economy (1 card, 3 resources and 2 actions) just kills that card in most decks. It should have been fast or able to be played as a reaction when an enemy is exhausted at your location.
