+Muhammad Azeem Plasmid (pGEM-T vector) in it's circular form. The insert can't be ligated into the vector without being cut first

No, Promega’s JM109 Competent Cells are prepared for standard transformation protocol using heat-shock. Cell prepared for electroporation are prepared differently. Promega does not offer cells for electroporation.
