This is merely my opinion, but I think the idea of being "underrated" is sort of an underdog story. If you make good stuff but don't have a large following, I think people tend to root for that. Whereas being overrated is just people saying you don't deserve the success you have based on the content you produce. I think people are more personally invested in underrated artists too, which is why "underrated" is such a funny word to me.
