Compared to the earlier cods, ghost felt slow, especially for the infinity ward games before this. That might be the reason why, but another could be that BO2's campaign was before this which felt very fast paced and definitive to end the series. Ghosts campaign, while not bad, felt like a scrapped MW3. That might be the reasons, but I don't know I'm just basing it on personal experience.
