It totally depends on where you stay and what kind of yarn is available in your place. If it's India then 3.5mm or 4mm hook would be best as it is suitable for the most commonly available yarn in the local market.

Can I use 2mm hook size for this cloves?
If you make this pattern with a 2mm crochet hook ,it will be a very small mittens. You can make a mittens with 2mm also,but you will have to completely rework the pattern

This is made for 0 to 6 months and measures about 4inches, from top to bottom.

You can use 5mm hook, but the mittens will turn out bigger in size
