In datasheets current rating for lm317 is 1.5A but in practical Ic gets hot for current above 0.5A with heatsink. Secondly transformer should be 15V and output voltage of circuit should be 14.4V as needed for 2 wheeler battery. Capacitor of 16V will blast and should be 25V.
If you rectify 12V AC into DC, you won't get 12V DC, you will get around 16V DC. The 12V transformer will output the 12V AC only at full load. At no load it could output like 15-18V AC. And that could result in up to 24V DC at the output of the rectifier. A 16V capacitor could explode in that circuit, and even a 25V capacitor is near it's maximum rated voltage. Better use a 35V capacitor.

You need a BMS board, it is not advisable to charge lithium batteries like you do lead ones, you can buy a BMS board for 1-2 $ also a 12.6 volt charger for about 2-3 $. Check Ali-Express.
You need to add one way diode like 1n4007 between battery and circuit,on positive wire:) bcz you may damage the lm317

Yes, this will trickle charge the battery when full it may stay connected but only for sealed lead-acid batteries (ups batteries).
Bcz we set the voltage on 13.8v, the battery will never go above that voltage
