I gotta say, it takes guts to pay all your LP for Ra's effect during your opponent's turn. That first Duelist A probably LIVES for the adrenaline rush of hitless runs in video games.
I believe the real reason it works is because it tributes on resolution, the new Soul Exchange retrain "Spell Card: Soul Exchange" tributes on resolution as well and also works on unaffected monsters, since you're tributing it by a game mechanic and not for effect, basically making the tributable monster a Kaiju, which ofc works on them as well. On the other hand, OG Soul Exchange and Stormforth apply a lingering effect to tribute the target later in the turn, which wouldn't work on unaffected monsters. Edit: Turns out Stormforth doesn't even target the monster you tribute, the main difference is just it tributing on resolution. Tl;dr The difference is Soul Crossing immediately tributes on resolution, making your God card a Sphere Mode, while Soul Exchange and Stormforth apply a lingering effect to tribute later.

To clarify, similar cards like stormforth or lair of darkness can't do that, but soul crossing can. If it were a case of them changing the rulings on what they previously said or if soul crossing was worded differently so it works in this way, then I'd have no issue with it. The problem is that this sets the precedence that konami can say that something works in a certain way because they want it to.
No they say that because every other effect that's worded the same as soul crossing does *not* work on unaffected monsters. Soul crossing is completely randomly an exception.

Soul Crossing could then be argued to do something closer to this than to Stormforth because the Tribute summon in question is clear, it's (kind of) part of the effect and thus Soul Crossing could be reasoned to affect the summoning condition of the Divine Beast you're going to summon. Using Soul Crossing to Tribute Summon a Divine Beast is more like using I:P Masquerena to summon Underworld Goddess than using Stormforth.
