Gaza: The actual control is exercised by Israel.
Israel controls 6 of the 7 border crossings. Israel has defacto military sovereignty over Gaza. Israel has air and sea sovereignty over Gaza. Israel holds the poulation register on Gaza. Israel controls water and electricity going into Gaza. Israel maintains a military purposed buffer-zone along the border in Gaza. Gaza has no sovereignty. Gaza is not allowed a military. Gaza is not allowed an airforce. Gaza is not allowed an airport. Gaza is not allowed a navy. Gaza is not allowed a sea-port. Gaza has no means to develop a sovereign economy. Gaza is not even a state which could seek assistance by international bodies or has voice in international bodies. Gaza is just a piece of land with people living on it. Gaza is like a person placed in a conservatorship. The conservatorship is maintained by Israel. That's why Gaza is internationally considered to be occupied by Israel, even after dismantling former settlements and with no military on Gaza ground.
