As a lot of people have told you it may very well be the wiper fluid but it could also be your coolant, which sometimes is a blue liquid, that is leaking. Just make shure to check the coolant level is high enough when the engine is cold.
The wiper fluid definitely could have frozen in a crack that you may have had in the container. Luckily it’s pretty cheap to get replaced so I recommend to just get that switched out for a new one. Also buy some winter windshield wiper fluid, it works great and almost never freezes!
The only other fluid for a car that I can think of that might be blue would be the coolant. There might be a leak in a hose or a sump, but if Saturn’s car doesn’t take blue coolant then you can rule that possibility out.
I agree with the last comment, try looking around your local auto scrap yard for a replacement washer fluid container. Be cheaper to replace that way. Glad I live in the south, we don't have that cold of weather and when we do,it's only for a few days.

And if the leaking does continue, I recommend checking how much it would cost to change (part itself is cheap, work costs often) and if it's reasonable just have it changed, it's an important liquid to have more often than not, also you want the strong stuff so it doesn't freeze on the windshield after spraying either

Well, that's why I mostly buy liters of winter wiper fluid. However, it's still better than the thing that happened to me. I was driving my car back home on the highway and some point my windshield started to get some muddy like stuff. I thought it's because of the snow on the road but it wasn't that. Later on my car just shut off and when I opened the hood, I noticed that the whole engine was covered in red fluid. Basically, 7 months ago my car mechanic spilled some oil on the coolant hose and this made the coolant hose very soft. I had to walk 2 km to the nearby village while leaving the car on the highway, ask people to borrow me some tape and fill 5 of my 1.5l bottles and with this temporary fix I had to drive for the next 70km. Every time the car shut off, I had to refill the radiator coolant container. After many stops and many water refills, I came home and was able to order the whole coolant hose from eBay. This was so nerve wracking. I could say it was worse than the time where I damaged the air valve on my tire and the tire was loosing air whenever I stopped the car. This was even longer trip but I was mainly driving on the highway and luckily I only had to stop a couple of times to wait for the green light 😅
Anti-freeze for your windows and stuff can really make a world of difference I’ll have to ask some of my family for better advice but I’m pretty sure there’s stuff you can also put to make sure the gas doesn’t freeze in your engine
As someone who used to get constant headaches, I tempted to massage your hair and head so bad, it’s like a conditioned reflex, I could feel the dizziness myself.
