The issue would be the heat of the spark produced would not be hot enough or of sufficient magnitude to ignite any significant powder charge - not in a way to be considered usable or reliable with the modern powders.

A friend was heating a brass with a primer for fun. No powder or bullet he put it in a vise and was heating it with a map gas torch. I think it was a 38 but it was over 30 years ago. The primer went off and was lodged in his bicep.
