In the 70s used chicken wire mash as the substrate then covered with newspaper in a similar way as you have done here. Worked well and stood up extremely well during my boys train set play. My final layer before painting was the application of florist tissue to give wonderful texture.

It was labelled as a utility knife. But it looks like a cheap serrated bread knife blade.
