Well, if you think about it, BMW are usually unreliable because of bad maintenance. Dumb owners don't change oil in time, abuse their car without maintenance, e.t.c. Many motorists complain that they've never seen a bmw engine in capital repairment, unlike any other luxury/sports car that is popular here. Even when advised to rebore cylinders, change pistons, and machine valve seats or something at max the owner would only agree to something minor like changing head seal or hydrocompensators.

1. It's because they get a good deal on them. Certain police units have a need for faster cars. BMW do a better deal than Audi. 2. BMW allows police forces to opt for good engines without the need to opt for other options which being costs up. 3. That's it. It's all about costs. It's always all about costs. You'll find certain police forces have fallen out with BMW over some of their engines breaking down at 100k miles and needing a full rebuild. its just that no other car brand reallly focuses on police cars in europe that much. in america it is rather obvious hat brands like to work with the police, but in europe car brands focus mostly on normal buyers. if car brands like toyota or mazda put in their sport branch to work on police cars, I highly doubt they would be beaten in performance and reliability, but would possibly still not be chosen because of BMW's selling tactics.
