i'm missing 3 and i've been through the entire map a dozen times, still can't find them ..
Using the hunter tonic with the music off does nothing. PAIN IN THE ASS.

You're probably missing the same 3 I was when I was missing 4. Did you check the bathrooms?

Found them! You have to Spin Dash into the toilet stalls. 3 of the blue closed stalls have a quill each.
