Private IP is auto assigned via DHCP. Elastic IP is manually assigned by attaching it to the instance. What I haven't seen or missed is how did you assign the Public IP.
Please also clarify the rationale for using secondary IP address during instance creation - their use and reason when we already have a public ip address?

Sir at 1.20 you mentioned for any other instance within same VPC. No sir Public IP is an address which anyone can use to connect the instance over the public network it may not be in same VPC.
i have linux server in vpc . has only private IP. now i want to carry its private ip to another server and will terminate this one. is it possible . ? if yes then please let me know how ?? i have dome with secondary private ip. so nit that way okay . thanku in advance :-)
once you terminate the current server the current private IP would become free after few mins. Then, you can launch new server and give this IP in Step 3.

Reyaz, There is no way to get the same Public IP, once it is released. If you want to keep the same Public IP, irrespective of anything, get an Elastic IP. Please share the video with your friends.

Slight correction, that's vertical scaling - when you change instance type.
In horizontal scaling, there will be more nodes as in auto scaling group

Sirji, If we stop an instance, its Elastic IP address is unmapped, and you must remap it when you restart the instance? why is that ?
in case of stop and start, Elastic IP does not get unmapped. It remains with the instance.

the initial service limit is 5 per region. you can increase that.
