I've done before, and the best way I have found is to use a hair dryer/heat gun (or hot water). It loosens the glue and prevents damage to the leg and boot (don't put too much heat on the boot or else it could potentially warp.
For me I do is for when I modify the Disney store a boots I do is I get industrial scissors and I cut the plastic until I get to the bottom and then I just take them off just by using a flat head screwdriver and also I recommend you some collection boots to make it look a little more movie accurate

What if you cut the plastic at the bottom of his boot? Would that separate the glue from the fabric low enough where you can replace it with the new boots?

The custom i made with the huggable plush Woody head look and the Woody i ordered from Ali Express so look much better. Anyway,,i am planning to re-paint the head someday. Also busy building my own Gaby Gaby but first i am making my own bendable arms for Mr Patatohead. I have some ideas in my head how to do it but not sure if it will work or not.

I think it’s a bad idea because once you cut the plastic it ruins it and won’t look good putting it back together and you risk things falling off
