So I tested it on a couple of Mikrotik Devices hAp Ac Lite (Main Router, Works remote) Hap Ac ² (Local router, works only on local connection, times out when I try to use mobile data) Hex Poe Lite Switch (Local, works but same problem as hAp ac²) (hAp Lite) NAT was enabled and put the firewall rule on the 3rd line, works pretty much with any connection, even tried a VPN. Not sure why my local router and switch won't connect remotely (They both connected into the ethernet ports of my hAp Lite)
Update: So I tried resetting it to make it work. Still doesn't work with my Mobile Data. Only works when I'm on my local network WiFi. Disabled All FireWall rules and it still doesn't work. NAT was also disabled.
For everyone having problem connecting after doing every single step correct, you need to move the firewall rule of winbox on the third place at the listing. If you leave it at the bottom the upper rules which have reject rules will also reject that rule. After that it should work correctly.
Finally instructions that work. Mikrotiks are such a pain.

Update 2: Tried disabling all Firewall rules in my main Mikrotik hAp Lite. Still fails to allow me to connect to my Hex Poe Lite switch

Yes, there is. Just add NAT port forward rule to WinBox port TCP 8291 with access from WAN interface
