Yeah basic standard "black Jack 101" says to double down but if you're doing a steady, slow long term strategy, you don't have to double down. I never split or double down and I walk away from the table after 3 to 5 hours up 500-1000$ on a 5-10 min bet table. Every single time. Small minds look at individual bets while ignoring the big picture.
Yeah, I would have doubled down; in that kind of situation, if you can't bust with the double down card, go for it. Keep in mind, many of the strategy cards have you hit mostly on your up cards 5-8, but if the dealer has a bust card, the odds of them busting, are very high!
Ok I'm a little confused on one hand where player had 9 and 3 and stayed on the dealers Q and 5. The dealer had the higher cards but still hit and busted. Am I missing something?

By counting cards. Take the running count divided by the number of decks. Subtract one for good measure, then multiply your bet by that number. If it’s a negative number, go make a phone call and get outta there
