Honestly academics is not the USP of colleges it's the co curricular and extra curricular activities in DU. Infra also I don't think shall make a huge difference in making the decision. If your course department is good that shall be the priority. Many say abt college crowd but i guess barring the top 5 colleges in DU all others have a mixed crowd due to reservation and quotas. So that again I don't think makes a major difference it's all about with what kind of people a student networks it.

if you have upgraded then your previous seat will not be yours anymore , so you have to choose which so ever college you get after upgrading.
Without accepting the alloted college you can't get upgraded one so you have already in a way accepted the previous one as far as ik
