Side Mission: The Monarchy Progress through the story until you meet at the cutscene where you are at the airport. You will be met by Tavish. You will then compete in a three match tournament and then immediately after winning check your DMs and interact w/ the Throwback and Dream Match w/ Tavish facing Jean-Paul Levesque then you will unlock him. :) Thanks to all who pointed me in the right direction.
Levesque is unlockable through MyRise (The Lock). He's unlockable through a side objective, which I recommend doing all of to be honest, they're quite fun!
