The retro was the original weapon used by COG before the Lancer was created 1 year after E-Day, in the Novels the idea of adding a chainsaw on the rifle was inspired by Tai using a power saw to cut through a locust to save Marcus.

That was Marcus' first locust kill btw. Also the retro lancer was first introduced in gears 3 but that doesn't mean it was newer than the regular lancer. It was also in Judgement which actually takes place before gears 1 and was quite some time after emergence day so this game is going to take place even before then when the COGs main weapon was the retro Lancer or the Lancer Mk1.
