The US has done it, the Japanese has done it, Britain has done it, etc. After the hundred year war, they were left with Water Tribesmen scattered across the Earth Kingdom and Fire Nation former colonists mixing with people from the Earth Kingdom. Eventually, the Republic of United Nations and Republic City was formed so that benders and non benders could live together.
