Congestion is only an issue during active eruptions. When these are occurring perhaps it’s appropriate to limit numbers allowed in the Park.
Otherwise please don’t micro manage and over regulate visitors.

Park the car a couple of miles away from the site, ride an ebike folks. Even three wheel ones..

It's a big park. What if I want to explore down to the ocean? Maybe zip lines and shuttles back?

@@jons9588 I put my folding E bike on the front of the bus
Buying an E bike is cheaper than renting a car for a month

We were just there 2 weeks ago. We only had 3 cars there. It was so windy and the road was closed past the steam vents. We were so bummed. But we were not too far at one of the waterfalls the day there was an earthquake. We were not in the aftershock. We were in the earthquake. It was terrifying. Anyway, we were bummed of the winds, the road closed so no hiking and the earthquake.

The day we were there, the congestion was not a problem

Make it safer to bike without conflicts with cars and add shuttles

    Shuttles

Shuttles might be nice, but would still need more parking. Even if before the entrance.

    Do this: limit tourist numbers.

I would add more parking to start

The Kilauea experience lacks the Icelandic volcano experience: being close up. I like safety but no one has died in Iceland from being allowed to explore. Let us be free and Darwin's theory will prevail.

It's not Darwin you should be worried about, it;s the millions that the family will sue the government for that's the problem

Hire a tow company to tow tourist car away. Charge the tourist $30 to enter. No ebikes, bikes, mopeds, walking allowed. Except for locals.
