Your "temporary" fuel tank fix, is better than the one we used to get a sled out of the backcountry here in Montana. One guy stood on a left ski, and the left running board. He would squirt fuel into the intake, with a modified water bottle, while holding the hood up with his shoulder. Meanwhile the guy operating from the seat, would just get on it, as we yelled out directions. It was insane, but you do what you have to, to get things to work. These old Internationals you are picking up, are very cool. We had a few growing up.

As someone who drives dumptrucks, I highly recommend getting an air piston hooked up to the tailgate lock with a switch in the cab. It gets old hopping out to unlock and waiting for it to come back down to lock it
When we get tanks like that, we throw some bearings or rocks in there, seal any holes, strap it to a plate welded to a hub with an old midified cv joint spun by a tractor pto. Let it idle and check it every few hours, adding water and draining the rust slurry it could take a few hours or a day, but it will come out clean. Then empty it and dump a can of POR-15 fuel tank sealer in it and let it spin again for a min. Then drain the extra back into the can for the next time and let it dry.

my first truck driving job was a loadstar 1600 304 with a 4 speed and 2 speed axle, brings back memories, As I travel I see them sitting in fields and woods, hard to miss. and I see them still out there working.
Those 345's are tough. Had one that drove 10 miles to the shop that dropped a valve. Tore the engine down , had pieces wedged into 2 pistons. All they wanted was it running so we put it 2 pistons in it and had the heads fixed. Ran great after reassembly. Wish i knew how long it ran, but it ran great when they drove it away. very impressed

My biggest problem going to a place to pick up a truck or car is, I see a hundred minimum projects that I could finish or build into something useful or just needs some love. I have owned a lot of internationals and owned them when they were not a cool truck to own. I am sure that this truck had a two speed rear end as well for most of the light duty trucks did. I really enjoy the five speed better for the gear ratios to work out for highway speeds of about sixty two is winding hard on one.
They are called a hydro vac . They are discontinued. Currently working threw it also with my 78 loadstar 1600 same as yours tho 345 np435 2 speed rear. I ended up getting a hydroboost and master from a 2001 international school bus with the same gvw axles

I have no idea if this is the case on yours, but the only time I've ever seen vacuum lines to a distributor was for a Vacuum Advance ignition system that altered the spark timing slightly as the revs (and therefore vacuum) increased. You may find that with it disconnected, you may have loss of power issues and pinking under load at wide open throttle?
