Every rapper can't move out and stay a rapper. Most rappers are underground. At home they have income sources, business partners, and rent is less of an issue because they have family and friends.
If they move out, they have to cover rent all by themselves and have to make money doing music that isn't even popping, or get involved with other legal or illegal businesses but that takes away from the music or gets you involved with the same type of stuff you're fleeing from.
California and the metro areas of NYC, Atlanta and Miami aren't cheap. The other option would be move somewhere cheap and then you're not going to have much of a career because of lack of outlets and travel expenses are going to add up.
