He's definitely trying not to laugh - what I love, watching Python, is that you can tell that John Cleese finds Michael Palin hilarious - whenever Michael Palin has lines in a sketch, if you watch John Cleese, he's almost always smiling to himself.
If I had to pick ONE part of an episode, in the manner that they've been (very kindly) uploaded by ESMR, as the funniest, it would almost certainly be this one.
