Veterinary doctors ( I don't think doctors are to be applied to the term, although there are different positions that associates with veterinarian such as a vet tech = veterinarian technician ), veterinarians /are/ doctors that tend to animals, so you essentially answered your own question.
More than likely they are veterinary technicians. They generally perform these procedures more often than a veterinarian would and the people in the video seemed highly skilled. I'm not trying to offend any vets, I just know from experience as a vet tech working in clinic the vets despite working in the field for a long time struggle more than our techs that are only with 2 years experience.

depends on size of animal, small dog like this could use a 23. A kitten or puppy would need a 25.
