There's your problem right there. All the runoff from the fields and higher ground fill the rivers with silt and flood the villages and towns on the rivers. Every field along the way makes it worse, and the moors no longer hold on to the water it all pours downstream.
Check the weather radar. It infuriates me that the weather warnings were still showing Lincolnshire in the amber warning area long after it was clear that the heavy rain had gone south of that area and the most affected areas were going to be between Oxford and Bristol. The best advice for anyone worried about rainstorms is always to check the weather radar and put the animation on - that way you can see which direction the weather fronts are moving into and whether you are in the danger area.
Weather modification is a thing, but if you dare mention it you called a "conspiracy theorists" despite numerous historic news reports confirming that it does go on .....
They were out seeding last week over North East coast. Our skies looked like con trail spaghetti, and even local weather reporter commented, but apparently, this was down to wind.

True but sometimes we just get downpours that the system can't cope with in one go

Very true. Many places flooded were not on flood plains though. Im sure the drains were most likely blocked though.
