In pg12 he’s shown to have relative speeds with base Koku.
Pg17-19, Sanemi was able to take Koku by surprise impressing him. He slid between Koku’s legs and took him off his feet as shown in pg19.
Pg20, base Sanemi and base Koku clash swords with each other meaning their striking strength would be similar.
Chapter 167 pg2-3, Sanemi was able to react to Koku’s fifth form. That puts his reaction speed above that attacks speed.

doma is a demon that doesn't mean his strength is more than a human. hashira are not normal humans. remember from akaza vs rengoku fight where akaza was not able to escape from rengoku's grip strength even though there was a hole in his solar plexus. In order to escape from rengoku he had to tore his arm. Rengoku strengh was greater than Akaza at that time.
