He believed in order and was willing to serve peace under the rule of law, but never gave up his doubts. In the future, he would become a true "Patriot" of Kazdel.
I think it was in one of the animations that we figure out sankta and sarkaz were like actually somewhat closely related? So I guess if Buldrokkastee did live long enough to be a part of that process, he would be affected by sankta culture too

From the leaks I've seen being posted, the divergence point in this timeline is that there aren't any "Sankta" or "Sarkaz", this is the original TEEKAZ race who all accepted being changed and empowered by "The Law" that presently governs Laterano.
According to early CN server info from Dr Dedpul and the like, this is a Patriot from an alternate timeline where the original Teekaz predecessors all accepted being changed and uplifted by "The Law", instead of being split into Sankta and Sarkaz through the passage of time and an outcast group finding what would become "Laterano" like in the primary timeline.

actually after thinking for a while, this was uploaded before the event was released, so there was no way to know which is the 3rd ending boss and which is the 1st ending boss, so the thumbnail choice could just be a guess. This happen in some of his old OSTs released too iirc.
