It looks like the pipe temperature sensors might have been original controls, and the gray control relay was added later on along with the digital thermostat... maybe?

The second auto changeover switch is probably so that it doesn't open the valve if they select cooling but there is hot water If you wire it so that the output of the thermostat goes to the relay coil, and then the relay outputs go through the changeover switches it will prevent it from turning on the opposite relay.
I agree, I've been drawing out the controls on these FCUs out of curiosity of how the logic works, and this is exactly the case. If the 2nd change over is bypassed and the pipe is hot but the thermostat calls for cooling, the valve will still open thus heating the room.
Bro could you do a video of you wiring a current relay to compressor(small compressor) in refrigeration? Not the small black relay but the one with yellow/red/blue wire

Wiring change overs is confusing to peeps that do not have experience with them.
