If a state is viable then should be able to pay wages. i think your guest is confused, The problem i see is that the state government are just lazy not think of innovative way of generating IGR. this state governor just want to sit and wait for monthly allocation.

Stop all this nonsense about state creation when you can not even manage what you have at the moment with security in shamble and the system jeopardising people life. Instead form a think-tank team to create a better governance law that will, work, stay and care about people and economy
