I think this song demonstrates the intricate approach to electronic and atmospheric songs on this soundtrack. This song really has that sense of urgency to it with that warped bass line and ethic percussion in the beginning. It then proceeds to introduce that perplexing melody and haunting backing strings. It subsequently enters a introspective section just after the 1 minute mark blending trance features with light orchestration. The textures and mixing are excellent. The 90s ATLUS Sound Team really had a penchant for writing songs that ride the line between "atmospheric" and "groovy". This is such a detailed and complex soundscape for this game, it's insane.
This was meant to play in the SEBEC Underground Research Lab, right? Instead, it got tossed into the Snow Queen Quest. I think the reason the song uses the motif as the main melody is to allude to the true nature of SEBEC. On the surface, it appears to be a well-intentioned energy company, but that's all just a front. Kandori is using it like a mafia for his pet project, the Deva System. As you traverse through the underground portion, you can speak to the researchers involved and learn just what exactly Kandori was up to. You can sense his malice...and his nihilism
