The description "I don't even know who they're making fun of" pretty much sums up the entire problem. The jokes are unironically not offensive enough, which is the worst thing a show like that can do. But not committing to make fun of anyone, everyone is offended because the show is just stupid. A show like South Park or Family Guy can get away with its humor style because it commits, which makes at least sone the people who you are "making fun of" able to laugh at themselves, and the other end laugh because they aren't a part of that group. I feel like I worded this all horribly, but the point is when you play too safe in a show like that you please nobody, stepping over the line doesn't please everybody but a lot.
It was the same situation with Mr. Birchum. It obviously puts off the left due to being so ham fistedly "anti woke". But then it also tries to avoid offending older and/or religious right wing which means there's little in the way of black comedy or vulgar humor, leading to the digs at 'political overcorrectness' being mild at best. That leads to the situation of disappointing right wingers that complain about more mainstream shows nowadays 'cleaning up their act' in order to appeal to progressive viewers. Ultimately, it's in an unenviable position of being too conservative for the left and not conservative enough for the right. Like, they don't even have the kind of biting satire that conservatives would appreciate. Ironically, a lot of left wing shows are probably more scathing.

The great part about the south park clip is Mr. Garison is written as a dumb evolution denying possibly young earth creationist, but behind him they show real information of the progression of life including names of eras in geologic history and reference to Tiktaalik.
The joke is that garrison really doesn’t want to teach it. Later in the episode they flip over to believing in evolution and it’s not played for ‘evolution is right’ either, the joke is how passive aggressive they are in reciting something they are forced to do

The only difference is in the different approaches, but both are based on faith. You either believe in the theory of evolution, or in religious nonsense, or you don't believe in anything, and then you have a chance to understand how it really was.
