Base Gyomei was able to keep up with Base Kokushibo and marked Gyomei forced Kokushibo to use Long Sword form (serious). So Gyomei would be around 50x stronger than Michikatsu. Gyomei EOS + AMPS showed even better feats where he was relative to 2nd Drug Muzan who was far stronger than Kokushibo. Gyomei carried harder than a stone.

He simply can't go all out because of his personality while kokushibou on the other hand would probably behead him with a single blow even before douma can start using his blood demon arts, an ex-hashira who had fought for hundreds of years perfecting his technique , who has access to the see through providing him with a considerable foresight to foes attacks , blinding speed and overwhelming strength and inmense regenerating abilities no wonder muzan respected michikatsu sugikuni as he did , taking him as his first and number 1 upper moon and exterminating alongside him almost anyone who barely knew the solar breathing stlye or even knew yoriichi which ends up leading to the Kamado family massacre. In conclusion kokushibou is a beast and no upper moon could even grasp or come near his inmense power and speed. Remember it took the 3 most ferocious, talented and powerful hashiras at the time to bring him down.
