    Which Knipex tool can I use to strip the outer wrap of the cable?

      For larger diameter cables you can try the 16 50 145 ratcheting cable knife, I have it, this is a new product launched this year. For smaller cables and data cables, I use the knipex ergostrip 16 95 01. Left hand version is also available. Another one is the 16 30 145.

    Why is the new tool better than the 9516200? So what would the old one sell and use the new one?

      Good question, I have the version you mentioned and the little stepcut.
      I don't think this is so much better to upgrade to this one. But I like the little stepcut, compact and very nice cuts. I only purchased the new ratcheting and folding cable knife, great and safer tool for large cables.
