Just to make sure you don't misunderstand. The official game is GITADORA DrumMania GuitarFreaks, and the PC simulator is Dtxmania. And while stargazer is a level 9.99 in guitarfreaks right now, imo it is not the hardest guitar chart. The hardest is 一網打尽 guitar master.

1. Where to buy a full set of the game, gear and songs, and how much (I’m in Hong Kong China)
2. There’s something like that in Game Centers in HK, but those songs are mainly from Japan like Adogma. Is there a package including English or Chinese songs?

1. If you're referring to dtxmania simulator, it's free to download. There is no full set of songs. They are all custom made charts done by players (you can make your own chart too).
2. Arcade games are official and the songs are fixed (mostly Japanese because it is a Japanese game).
