Romanian crime ring in San Diego targets EBT debit cards

- The U.S. Secret Service is investigating a Romanian crime ring in Southern California targeting debit cards issued by the state for food and welfare benefits.
The victims’ money is stolen when using California debit cards without chips.
The technology behind magnetic strips on debit and credit cards has been around since the 1970's. But the state of California still uses magnetic strips on EBT cards, debit cards used to distribute food assistance through CalFresh and low-income welfare funds through CalWORKs.
“A lot of this money is federal money. And so, it ultimately comes from the federal government and then the state matches. One of the things that is baffling to me is why the fed hasn't required a chip, when they transfer the money,” said Chuck LaBella, a former San Diego U.S. Attorney.
Most consumers are used to seeing a chip on their credit cards these days. The technology works to prevent thieves from using card skimmers to read the magnetic strips.

Contact your Congressional representatives to change the cards.
It happened to me twice and they withdrew all the money on the same day it was deposited so I didn’t even get the chance to withdraw it, best thing to do if you get cash aid is to get the money directly deposited into your checking account if you have one.
Change your pin the night before money goes on the card.

Yes, same here. But what works is changing your PIN after you take out money each time. A pain to do but if they do not have the correct PIN they get nothing and move on to another clone card.

Gypsies. Several years ago they had a gasoline stealing group that operated between Los Angeles and Las Vegas. They went to gas stations and proceeded to fill large tanks with gas paid for by stolen credit card numbers. They hit Mojave twice.

The real solution is to change your PIN number after each withdrawal at the ATM. Then, they can't take out anything with a PIN that doesn't match your changed PIN.
