Especially if they've spent all of their victim's money and none can be returned. In mine and other affluent western European countries, the government will at least not allow one to be evicted or have their homes foreclosed after the investigation confirms the theft. In your country, the gov't just repossess the stolen items, keeps it and sells it at auction. It should be liquidated, and monies dispensed to those that were stolen from!

It was terrible but walmart refunded me my money back 4 days later but I had to beg my dad to send me money so I could go back home to Tennessee. These fraudsters are terrible people

Yep. No shame. Distracting folks at ATM so person hurries up. They swarmed me at a Phoenix Walmart lot trying to distract me. I know they were hoping to grab my purse but I no longer carry one. I wear a waist pack under my shirt. Still unsettling to have all this behavior intending to distract. You never quite know what their ultimate goal is but you know it's not good for you.
Credit card machines and ATMs should all be shutdown and not allowed to be used until the manufacturers either change them all out with machines that detect foreign objects that are connected to them and or eliminate this.

And if you use the tap feature make sure you log out at the screen or your session stays open for 30 secs after you walk away.

Great reporting and great investigative work by law enforcement. No place should be a "candyland" for criminals to set up shop victimize others. We all know those criminals wouldn't want that to happen to themselves (what they were doing), so maybe they can learn after being busted. I believe law enforcement is here to awaken reform in those doing evil.
That slimming device they slide into ATMs could be prevented with a pretty simple redesign.
Just have four switch gates inside the units - in random locations from unit to unit. Inserting a card would engage all of the switches, but inserting those devices would only engage a small number of them. If they're not engaged the ATM does nothing and if some are engaged while others are disengaged for too long the whole machine shuts down.
