Since he was young, late President PFEM, always emphasized the value of education. Remember, his dad would always check on him what book he has read or has been reading. What I don't understand is why there is a condition where they need to train our troupe first? Trust? Inferior? Primitive? Why do they insist on that and why did the government agreed to that before? I agree with BBM they are stablishing a base not an agreement.
Just to show that the US can be trusted, which I believe will give the impression that the US will "help, and for the sake for staging a naval base. I agree with BBM here, no foreign base should be stationed in our country, instead expand the Philippine military budget and acquire brand-new assets, not receive second-hand equipments. It is as if we are a basketcase for client of donations of military equipment.
