if we were to scale based on their prime then almost every venerable would beat FY at least narrative wise. That is because they have gone through at least one chaos tribulation.
At least Xing Su, Giant Sun and Limitless since they discussed about it in Crazed Demon Cave. This is just power wise. Intellectually Red Lotus, Xing Su and Limitless are at the top but Fang Yuan has fooled Xing Su multiple times who is debatably above Red Lotus. That leaves Limitless.
Scaling based on their prime self isn't recommended since that would mean discrediting the other Venerables who don't even have statements like Primordial etc. And even if they have statements of their prime selves, they have very few feats and statements.

these aren't their prime selves but through feats the current them have done. We don't know how strong the Venerables were in their prime because of lack of feats and statements, so I didn't use their prime selves.

Your overeating fy a little bit , the diffs for all venerables should be a lot high. FY could only manage to outsmart star constellation due to obscured heavenly secret which he got for free
this is based on the feats they have shown not what is implied by the narrative. The reason why I'm not putting them higher through narrative is because we don't know how strong most of the Venerables are. We don't know how many major Rank 9 Tribulations they went through, so it's not possible to know how strong they were.

Heaven's will is restricted it can't direct all the power of the world to eliminate FY. It relies on beasts or other humans which FY refers to as human tribulations. Even Star Constellation manipulated and gained partial control over Heaven's will for millions of years. Heaven's will is not as powerful as you think it is once you become a Venerable.
