There are plenty of exclusion/cluster fences around now. They are mainly for kangaroo control, which I have seen big reds, and Eastern greys clear easily. But, to answer your question, I think they can if they need to get to water. Which would, in turn, open up the fence for roos and wild dogs. In our travels, we will always check fences and gates and repair them as we go. We carry all those things with us, to help the property owners.
I've offen wondered if 100 pigs were buried say one metre deep within a radius of of say 100 metres and say 30 or 40 trees were planted and watered would the tree's grow rapidly.
