It start with the assumption that something has surely occurred (the rape of the prisoner) and consequently all the statement concerning having seen first hand mysterous footage of the event which have never been released it is taken at face value as absolutely truth. Ministers in these countries can be held personally liable for breach and face prison time. On top of that, I know both in the UK and Germany domestic laws allow for prosecution. The Americans have the Leahy laws, but to be honest I have less confidence in the American legal system. In any case, even if the European ministers never left their home country (avoid travelling to countries party to the Rome Statute), they can be prosecuted in their home courts.
The arrogance of people in power is also their blindspot: the Nazis didn't think they would be prosecuted until they were. These ministers are liable either directly for approving arms export licenses or indirectly by providing political cover for the genocide. They will face jail time, it just takes time for the cases to mature.

The journalist specifically asked if Baerbock stands by here statement, and if there were perhaps special reasons why she saw it but Israel and the UN didn't.
So the answer could have been: 'Our secret service has the video, several people in government have seen it and I don't know why UN and Israel said what they did.' Fine.
