Whether the tickets are paid or not depends on the banner format. During the anniversary the part 1 tickets were sold throughout June, probably because of the new 7 steps GFSSR format they tried out, but for part 2 you got them from regular summons since we only had the standard 3+1 free deal.
Since those literally just popped up and WWC is typically just 3+1, it's likely we get those tickets from summons

Pro farmer tip: Since there’s a new category, don’t pre farm the medals. Just farm them with a team of the new category when the new category drops so you can farm the new category’s title at the same time. 😎😎😎

You can't. Unless you want to wait for their return you have to spend 2500 stones to get the specific coins and exchange with those, and keep in mind this is only for ONE of them and the coins don't stack for other worldwide so you have to do it in one worldwide (parts 1,2 and 3)

Global doesn't win. A huge majority of the players (myself included) won't have remotely enough stones for the new coins to get the new characters

Probably because the tickets aren't important. There are 3 or 4 tickets that JP gets that are part of a real life lottery system for prizes, and that's only for people who live in Japan.
