i think it shows she feels not friend enough with Moona to pull the prank. She would have done that to most other JP hololive member. It would have been a great comedic moment/content for both of them if she did it. I think they still need some more interaction to be closer to give off more chemistry. We all know the more Pekora love someone, the more she like to "prank" or play with them.
