Most get away with it for a few times before getting caught. Also, if you pay attention during any of these Walmart arrest videos you’ll notice their camera screens aren’t being monitored - they either have them covered with a privacy display screen or have the videos pulled up of the current incident. In short, Walmart is easy pickings if a thief waits for loss prevention to be tied up with LE in the office. It’s counterintuitive to steal when you know police are there but that’s the time nobody is watching the cameras and the LP employees are tied up.

The office may be larger than you think. Some Walmarts do not allow the police to record in their loss prevention offices. I don’t know if it depends on what State you're in, or what particular Walmart it is in.

At our Walmart they have to unlock a cabinet and then take the bottle of liquor to the checkstand for checkout. The customer does not touch it until it is paid for.

They have probably got away with it numerous times before getting caught. That looks like an older Wal-Mart and only 1-2 people to staff the cameras. While store detectives were dealing with this I bet 3-4 people walked out with hundreds of dollars in shoplifted items.

Cancel their food stamps
They may live on the reservation which would technically mean they might not live in the US. Bureau of Indian Affairs has a general assistance program they pay for on the reservation as part of a treaty but if the reservation is considered sovereign it is not considered part of the US therefore no food stamps or Medicaid. If the reservation is not sovereign residents could have eligibility for welfare benefits under the same criteria as any other citizen living in the US and if eligible could receive either state TANF/GA or tribal GA (whichever pays more) plus food stamps and Medicaid. This is a complicated issue with a complicated answer.

The lady trying to be "the good Samaritan" is truly brainwashed. The people at Walmart or any other retailer that are stealing are not the people who are lacking food. They are just scammers who work the system. The better way to help another person in need is to offer to pay for the person ahead of you in line at the register. Those are honest people who would be so thankful for such a gift. Trust me , I worked at Walmart for over 10 years. There are so many hard working families who pay for everything and cannot get help from government programs because they do work!!

The loss prevention office is a major concern. When you’re detaining someone the last place you want to be is blocked in and having to pass them if you need to get out.

If they live on a sovereign reservation they might not be able to get an ID (I don't know what arrangements are made to New Mexico sovereign reservation residents to get IDs or driver licenses). Some states restrict IDs and driver licenses to those living in the US legally. More than likely they were born in a US hospital (there are very few hospitals on reservations) so they are almost certainly citizens but not living in the US is a hoop too high to jump for Native Americans living on a reservation surrounded by a US state.

Some Wal-Marts in Michigan sell a full line of liquor and related products. The smallest bottle they stock is a fifth, though -- I guess shooters, half pints and pints are too easy to steal and the store can't find enough employees to have store detectives to monitor the camera equipment and detain shoplifters.
