CTV News is Canada's most-watched news organization both locally and nationally, and has a network of national, international, and local news operations.
Caused by the unfinished roof, as if... It's the wind, it only happens during the wind and I have witnessed it happen in other places in the city where there are poles with holes in them. It has absolutely nothing to do with the place having a roof.

This sound reminds me of the wailing sounds heard from the Freedom Tower in NYC which was built after 9-11 happened.

Oh that sound is probably caused be wind going through strings of some sort, it is a very similar sound to what a harp sounds like when you set it in the wind, almost identical. The sound is also similar to the glass armonica. But it definitely is the wind blowing through metal or plastic strings that are closer together making different pitches sound at the same time. Isn't it beautiful though? You wouldn't believe the sound a harp makes when the wind blows through the strings its so otherworldly like angelic

I heard something from an unfinished building, it was night time no one was there, it was banging, really loud, i asked my friends that are with me and they say they don't hear anything

It does sound like a banshee only banshee has more of a cry high pitch sound that most likely would burst our eardrums.

Its definitely whistling. If it only happens when wind blows from certain directions then something in the building (reportedly the roof), is shaped just right that the wind whistles as it blows through it.
