I agree that this is a good idea on how to measure the effectiveness of a national program but it shouldn't have anything to do with qualification for a World Cup.
Our Women are much better than our Men. It would be a shame if they were refused a slot because our men couldn't figure out how to beat Chile.
As far as including 7s into the mix goes.... NO. It's a different game. It's a different format all together. It's a festival sport.

I can understand separating the 7s out of it. But I do like seeing a total rating on how a unions full rugby program under the Rugby Union banner is progressing. Olympics is still a significant marketing and branding device for rugby. So, we might have to include 7s lol
